Heat olive oil in a saucepan over medium heat.
Add diced onion, garlic and stir until translucent.
Add minced beef, oregano and black pepper, then add salt, stir and let it cook for 4 minutes.
Add the chopped tomatoes, scotch bonnet pepper, carrot and diced green bell pepper.
Adjust salt, stir and let simmer for 3 minutes.
Take off heat and set aside.
Mix the flour with nutmeg, black pepper, white pepper, baking powder and salt.
Add the margarine, butter and rub in to get a crumble-like texture.
Add egg, then milk and mix into a dough.
Flour a flat surface, roll the dough and cut out into your desired shape.
Fill each cut with the minced beef sauce and seal with the tip of a spoon.
Place on a parchment lined baking sheet and brush the top with egg wash and poke with a fork.
Place in a pre-heated oven and bake at 160 degrees celsius for 25 - 30 minutes.
